The Candy Cane Scarf has never been obtainable on the Island of Club Penguin. It has only ever been unlockable, in the Second Edition of the Treasure Book. But it was not easy to unlock, it was only available in the 'Exclusives' section of the Treasure Book, which you would need to enter 5 Club Penguin Toy Codes to be able to access. Because of this, not many penguins have this item, making it Very Rare!
